Founder and CEO
Jeffery B. Kozero is the Founder and CEO of 407 Associates. He earned his engineering degree from Pennsylvania State University and is a licensed Professional Engineer. Over the course of his career, Jeffery has built and led an architectural and engineering firm from a local presence in the DC-Maryland-Virginia region into a company with a national footprint. He has also founded and managed several real estate development companies delivering development, design, and construction services, overseeing projects that total more than 12 million square feet of construction and an estimated value exceeding $2.9 billion. Jeffery founded 407 Associates to bring design, development, and property management fully in-house, giving clients and investors a single, accountable partner from concept through completion.

Alexis R. Norman
Interim CFO
Alexis R. Norman serves as Interim CFO of 407 Associates and is the Founder and Principal of ANI Accounting Solutions. As a solo practitioner, she draws on more than 20 years of professional experience in finance and accounting and works alongside a trusted network of partners to serve her clients. Alexis is a graduate of Trinity University in Washington, DC, where she earned a bachelor’s degree in business administration before becoming a licensed certified public accountant (CPA) in Maryland, where she works and now resides. Her experience spans a wide range of industries, including construction, legal services, MedTech, nonprofit and public relations, giving her a broad, practical perspective on financial management.

Elaine Hui
CAO
Elaine Hui is the Chief Administrative Officer at 407 Associates, bringing more than 20 years of experience in design, construction, and project management within the utility industry. She is widely respected for her expertise leading complex projects for the State Highway Administration (SHA) and county governments. Elaine specializes in enterprise-wide change management, having guided teams through major technology transitions including the implementation of GIS and AS8 systems. She holds a degree in Urban Planning and GIS from the University of Waterloo. She combines her spatial data expertise with a strong focus on utility construction design and exceptional customer service.

Joseph A. Boggs, FAIA, NCARB
Director of Professional Services
Joseph A. Boggs is Director of Professional Services at 407 Associates. He holds an undergraduate degree from Virginia Tech and a Master of Architecture from the Harvard University Graduate School of Design. Joseph’s work has been the subject of lectures at several universities, and he has served as the G.T. Ward visiting professor at Virginia Polytechnic Institute and State University. He is a frequent presenter at American Institute of Architects (AIA) symposiums and community events, including a 2016 AIA Convention workshop on international practice. Joseph’s design work has earned numerous awards and been featured in national and international publications, and he was elected to the AIA College of Fellows in 1995. His recent projects include the Uriah P. Levy Center and Jewish Chapel, documented in the hardcover book “Honor.”

Maklin Vaquerano
Director of New Home Design & Construction
Maklin Vaquerano serves as Director of New Home Design & Construction at 407 Associates, bringing more than 20 years of experience in architecture, construction and project management. He holds a bachelor’s degree in Architecture and a master’s degree in Financial Administration, with his academic credentials formally evaluated and recognized in the United States. Maklin leads the design and coordination of new residential projects, overseeing architectural planning, construction documentation, code compliance and permit approvals from concept through completion. His experience also extends to residential and commercial renovations, structural coordination and multidisciplinary collaboration with engineering teams. He works closely with clients, consultants and local jurisdictions to deliver design solutions that are innovative, practical and fully code-compliant.
